I haven't read all of the rules yet but I from what I understand Victory is not the sole way of gain xp.
so here is my Idea, I saw that you didn't put in conquer's haki in the haki abilities but maybe, like a devil fruit, one can earn it by doing something interesting, what that interesting thing I do not know, and this ability can be in a couple of ranks.
The function of this ability is to defeat fodder, like maybe your level∗ (mastery/2)= how much fodder you can take out.
Its an unlockable ability.
the amount of work you have put into this is crazy
suggestion 1: have random events happen, they could happen during a fight or be in a separate event thread that people can participate in, might not work however and could ruin stuff
suggestion 2: group battles; have people representing a faction or pirate group, choose randomly perhaps and gives stuff to the faction like beri
Not sure if this has been looked at or been done already but a custom submission thread for all customs to be checked in a singular manner instead of via PM should help clear some inboxes, seeing how popular this got i'm sure you or other future rp moderators/GMs dont want their inbox literally exploding.

2: Will happen naturally once organizations start fighting back and forth for territory.

i dont think we should have too many races; or at least wait till lots are taken
Ill probably add a few of them at least.
I would suggest to add some flair or special basic benefit for being part of a crew.
Something simple as being able to have a Jolly Roger, and being able to buy a bigger ship and more customization for the ship. Or also adding special titles about the role in the crew.
The Jolly Roger could be unlocked when your crew has at least 3 or 4 members (numbers can be tweaked, just more than 1).
The ship customization instead could go by number of members of the crew, one more customization for each new member. The new customization could be decided by the captain or by the new member. Example: Nami joins = orange trees added to the ship.
You can have a crew title only when you're part of a crew. (more than 1 or 2 members)
This would be aimed to encourage players to group up and form crews.
Most of that i would leave up to each crew. They may choose their own design for jolly rogers or ship. There are a few unlocks for the crew tho:

Ideally perhaps there should be a DMG and HP system, not sure if there is one but if there isn't it would probably be a good idea to add one seeing how fights may last a bit too long.
This could probably be done, but it is not a priority. The work load that would give isnt worth it atm.
I think that could easily complicate things. Instead with the destructive potency system you should nnow what each attack would do to you. If you RP your characters limits well, you will be rewarded more experience. If you overdo your limits, youll get less.

So, tournament starts at 25th, so the entries for the tournament are closed before that, right?
(Already know that entries are opened until 25th and the tournament starts afterwards)
Which makes me think about the possibility to open a special and pinned section for a Character Introduction.
Example: "Hello my character is called Aang and he is a Blind Monk (...)" followed by the characters full story etc.
I don’t think DFs, x2 DFs, CoC, and Will of D. should be purchasable because with wages/ set so high I think it’ll only be a matter of time until every DF and Plot Ability gets bought up. By making them "public rewards" bestowed on characters and added to their public Bios by The Gorosei for major feats or exceptional activity. What they do with them after should be up to them, but by announcing it through updating their public Bios it encourages people to be checking the page - almost like it’s the OP’s Newspaper and how everyone reads it.
Or, you know, there could be a News Coo Page.
Second DF is incredibly expensive. Also you'll have to choose between buying experience and upgrades.
Wages might change though. Or costs.
not sure if you have thought about this but certain items like weapons and devil fruit could have negative stats too; like a large sword would give like +2 strength but could also have -1 speed
