Maby all of the mink people are the result of some DF curse and nami was a victim to it
So yeah you are was right before maybe they are left some clothes and they wear different clothes, I bet that Luffy and etc thought that is Nami but Law confirmed that is a mink tribe so they is no any transformation of Nami to Mink or Sanji to MInk!

I am still not convinced it was the Minkgirl who electrocuted Zoro. It does not state anything, the passive voice is very particular. It seems almost like as soon as Zoro touched her he was electrocuted to prevent him from actually cutting her. If she could have done this herself she wouldn't have needed to dodge the attack in midair, she is fast enough to grab the sword.
And ofc thats not Nami u guys -_- l know it look like Nami dress but its not
