Hey Oro, been a long time since I have posted an idea here so I had a day off and felt now was a good time to write up a theory post!
This will consist of ideas thrown around by a few others in the past, but I don’t believe anyone has actually “made” the theory, so I hope you guys enjoy.

Big Mom’s Strongest Fighters____________________________________________________________________
The ‘Sweet Commanders’ POWERS and IDENTITIES
So, as we learned recently, Big Mom has 3 top tier fighters that should be roughly on par with Kaido’s 3 calamities. We have also met the first of these 3 Yonko Commanders, Charlotte Cracker.
Additionally, it’s important to note that there were originally 4 ‘Sweet Commanders’, but the fourth was defeated by Urouge the Mad Monk and either demoted or killed.
The Chancellors/ Ministers of Totland ____________________________________________________________________
So, Totland is the name of the 35 islands that compose Big Mom’s homebase. Each of these islands has a Chancellor/ Minister who rules over each specific island. What is interesting about these ministers is that while there are 35 of them in total, only a few have been mentioned by name throughout the course of the Whole Cake Island Arc.
The Minister of Biscuits____________________________________________________________________
Yes, before we were introduced to Charlotte Cracker, the first of the 3 sweet commanders, the minister of Biscuits happened to come up in a conversation with Pekoms.
In retrospect, its clear that Oda threw in mention of the minister of biscuits to draw our attention to him. I think this implied beforehand that we were to meet him and that he would have some role in the story above many of the other Ministers. Thus several chapters after we hear this name, we actually meet the man himself. It is VERY INTERESTING and possibly IMPORTANT to note that the minister of BISCUITS, Charlotte Cracker, happens to also have a Devil Fruits related to BISCUITS. He can produce and manipulate an unlimited amount of Biscuit. Keep this in mind.
However, he’s not the only minister who Oda mentioned off hand…
The Minister of Candy___________________________________________________________________
This minister was actually mentioned twice by my count, before we actually met the man himself; Charlotte Perospero.
Now, I believe just as with the offhand mention of the Minister of Biscuits, that the mention of the Minister of Candy foreshadowed this Ministers important role in the plot of the story. However, it is NOT confirmed(yet) that he is a ‘Sweet Commander’. However, I think it is very easy to get behind the idea. He was mentioned at the exact same time as the Minister of Biscuit, Charlotte Cracker, who happens to be a Sweet Commander’.
It is also highly implied that Perospero is one of the most important children of Big Mom from an antagonistic perspective, just the same as Charlotte Cracker. In addition to this, he is the eldest Son of Big Mom, and given what we know so far gives the overall impression of a very strong character with a very powerful Devil Fruit. He could very easily be one of the ‘Sweet Commanders’.
But going back to his Devil Fruit’, the pattern seems to be forming. He is the Minister of Candy, with the Lick Lick Fruit that seemingly allows him to turn people and possibly objects into Candy.
So just like Charlotte Cracker his Devil Fruit is directly related to his Minister title and the island he presides over…
And oddly enough there is one other minister that was mentioned off hand…
The Minister of Nuts____________________________________________________________________
Unlike the previous two Ministers, this is a character we have yet to meet in the story. But just the same as the previous two, I believe that we will. I believe that the Minister of Nuts will also have important standing within the Big Mom Pirates and a role to play in Whole Cake island. And honestly, I think this role will be as the 3rd to be revealed ‘Sweet Commander’. This will be vastly strengthen as well if Perospero is revealed to be a ‘Sweet Commander’. I find it incredibly odd that only 3 ministers were mentioned in the story when they didn’t need to be, and we have exactly 3 active ‘Sweet Commanders’. Odd at the very least.
In addition to this, we have some more evidence of their overall importance when looking at potential foreshadowing from the map to Whole Cake Island the Straw Hats received for Pudding.
Look at the map, which are the 3 islands closest to Whole Cake Island mentioned on the Map?
1. Candy Island
2. Biscuit Island
3. Nut Island
The 3 ministers that were mentioned directly in the story…
This perhaps further emphasizes these 3 ministers importance to the story, and nicely ties them together as the 3 potential ‘Sweet Commanders’ in my opinion.
Also given the association of the ministers title with their Devil Fruit, I think we can reasonably assume that the Minister of Nuts would have a Devil Fruit that is in some way related to NUTS!!! So we can take this two directions, he can in some way produce, manipulate or embody a nut OR he has some off hand relevance to nuts. For example, just like Cracker he could be a Nut man, or similar to Perospero he could in some way create nuts while not exacly being a nut man(Perospero is a lick man). However, a 3rd idea has me the most interested, what if he CANT create, or Produce Nuts in any way but rather DESTROY THEM. Perhaps he is a “NUT CRACKER”. Some good ideas related to this is a squirrel Zoan or related Zoan Devil Fruit or perhaps actually a Nut Cracker man like those from ‘The Nut Cracker’. The possibilities are there for sure.
But there has been mention of exactly one more Minister….
The Minister of Chocolate____________________________________________________________________
Now, this minister being mentioned makes a lot more sense than the previous 3 because the Straw Hats actually visited Cocoa island… the island in which the Minister of Chocolate rules over. However, given the perceived significance of the mentioned Ministers, and this minister being the fourth and final mentioned… it opens up the possibility that he is in fact ALSO IMPORTANT. Also consider that while there are three ACTIVE ‘Sweet Commanders’, there were originally four in total before Urouge defeated one.
So four original ‘Sweet Commanders’ and four named Ministers…. Curious again…
I think it is definitely possible that the defeated ‘Sweet Commander’ was the Minister of Chocolate if this original ‘Sweet Commander’ is not dead. This minister is implied to be less significant than the other 3 I mentioned, just based on the fact that the other 3 were mentioned randomly, while this one being mentioned made a lot more sense given the location of the straw hats. So this would fit given this Minister, while being important, was the defeated and demoted ‘Sweet Commander’. Food for thought.
But let go back to Puddings Map and look at the other named islands, perhaps they too will be significant.
The Islands of Cheese and Jam____________________________________________________________________
These were the other two Islands mentioned on the Map apart from the islands of Candy, Biscuit, Nuts and Cocoa. Firstly, I want to mention that its possible we have already met the minister of Cheese, Charlotte Mont d'or(I learned this from Raizo the Theorist from YouTube).
Minister of Cheese____________________________________________________________________
I believe that we know that he is a son of Big Mom because he refers to Charlotte Moscato as “Mus” which suggests an equal relationship to Muscato.
In addition to this Mont d’or also happens to be the name of a CHEESE!
We already have associations between the names of Big Mom’s children and the islands they rule over.
1. Perospero(Licking sound in Japanese used to describe licking Candy) = Island of Candy
2. Cracker(a type of Biscuit) = Island of Biscuits
3. Moscato (a popular flavoring added to Gelato) = Gelato Minister
So Mont d’or could definitely rule over the island of Cheese.
And this would add further proof to the idea that each of these Islands mentioned on Puddings map ARE IMPORTANT Big Mom Children. She has over 80 children, and we have only seen just a few of them… and so far it would appear as though we have seen or we will see at least 4/6 ministers who rule over the islands mentioned on the map. At this point I think its safe to assume we will meet at least 5 of them(excluding Cocoa Island) or more probably ALL of them.
Now, Mont d’or does not look particularly intimidating. Based on his appearance alone I am doubtful that he is or was a ‘Sweet Commander’. However, he has been shown multiple times during the course of the Whole Cake Island Arc, regardless of whether he is one of Big Mom’s absolute strongest Children, I believe he will have a role to play in the plot of the Whole Cake island Arc.
Additionally, its possible that his title will also reflect his Devil Fruit if he possesses one. So Mont d'or would have a Devil Fruit related to Cheese in some way.
But what about the Minister of Jam?
Minister of Jam____________________________________________________________________
This is the trickiest Minister to figure out, since we have run out of named Big Mom Sons. However, I believe he will have been foreshadowed visually just the same as Charlotte Mont d’or. I think it is this guy, who is shown associated with Mont d’or on several occasions.
He also has the general appearance of a man who could have powers over jam, he seems to be dripping.
Lastly, I want to talk a little about Bobbin. Not much is known about him but a lot of people believe him to be one of the ‘Sweet Commanders’. This is DEFINITELY possible, but very hard to be sure of. I think for sure we can know that he will be important to this arc in some way. Back when we first met Big Mom we got to meet only a few select Big Mom subordinates all of which have come to be important to the story in some way aside from Bobbin. In addition to this he is implied to be very strong, capable of taking out islands single handily. However, there are a couple problems.
Firstly, we don’t even know if he is a son of Big Mom. Secondly, his name “Bobbins” does not seem to have any obvious connections to the islands we know exist within Totland.
But, going back to the idea that the Minister of Nut could in fact be some kind of Nut Cracker, I have found something interesting…
Remember these toys from Dressrosa?
Remember how their heads shake... very similar to how Bobbins shakes…
And they appear to resemble Nut Crackers…
Is this foreshadowing to the idea that Bobbin IS the Minister of Nut??? Many possibilities at this point, but thought that was worth sharing.
